Job Title: Quantity Surveyor

Reports To: Project Manager

Duties & Responsibilities:

  • Preparation of Cost planning and Cost Estimates
  • Handling of pre & post contract calculations, quantity take-off and correspondence
  • Measurement of bills of quantities
  • Prepare Tender Documents & tender addendum, tender analysis & negotiation
  • Evaluation, negotiation and selection of suppliers / sub-contractors
  • Understanding of specifications and knowledge of materials and their applications
  • Attending pre-tender meetings, site visits, and preparation of site visit reports
  • Checking and verification of contractor’s interim payment certificates
  • Preparing cost budgets and prices for contract variations

  • Advise organization on any potential risks to the profitability or existence of the company. Identify and assess threats, put plans in place for if things go wrong and decide how to avoid, reduce or transfer risks.
  • The study, identify, change, and monitor QS department process to ensure they run smoothly and can be improved over the time.
  • Use technology to improve processes.
  • Laws and regulations relevant to the construction industry various forms of building and construction contracts.
  • Prequalification of contractors and organizing the relevant documentation and file keeping.
  • Determines the feasibility of the project assist in proposing the preliminary concept and estimated cost of the project, exercise skill, care, and diligence. Studying RFP's identifying & clarifying opportunities & needs, meets proposal deadline by establishing priorities and target dates for information gathering.

Qualifications:

  • Masters/Bachelor of Engineering degrees in Quantity Surveying
  • Engineering consultancy experience within GCC preferred and a minimum of 08-12 years of experience is mandatory with atleast 2 years in Dubai for high rise towers.

During the Commercial Phase

  • Ensure the development of the project schedule according to the commercial needs.

At Project Start up:

  • Ensure the implementation of the Planning and Progress Control System required by the contract complexity, riskiness and duration, in compliance with the Project Breakdown Structure, Company Standards and Contract specification.
  • Interface and coordinate with other Company Functions or Discipline Leaders/Supervisors and Managers to build up activities, assign milestones and constraints by issuing the Baseline Plan.
  • Prepare all the reference baseline documents, and ensure that the project s planning and scheduling requirements are properly and clearly communicated to those functionally responsible for executing the work.
  • Issue all the relevant reporting
  • To receive drawing packages & requisitions, ensuring the availability of all datas required for our process.
  • Organising & updation of planning database to have the access for all concerned personnel.
  • Assistance to shop monthly plan preparation based on the project forward load chart & site sequential requirement.
  • Coordination with all concerned for the shop floor activities like drawing queries, free issue materials, erection sequence & site requirements etc.
  • Assistance for the continual improvement of production planning & reporting processes.
  • Adhere to all company policies, procedures, ethics codes and ensure that they are communicated and implemented with in each project.
  • Perform other duties as assigned to ensure the success of project and shop objectives.
  • Sections raw materials forecasting for the available drawings & arrangement in coordination with projects team to ensure sufficient raw materials are available to carry out the production.
  • Submit DPR and Bi-weekly reports regularly through email and hardcopy to Top Management.
  • Respond to technical clarifications from the Client, maintain a register, and ensure project work complied with conditions set out in the scope of work.
  • Perform the schedule risk analysis for highly critical projects.
  • Plan and monitor progress, supplies, inspections, installation, etc.
  • Track project costs and analyze trends.
  • Effectively review, interpret and update construction schedules
  • Effectively analyze planning and project cost data, as well as deadlines to make projections, as well as identifying and participating in the development of solutions for problems
  • Produce various progress monitoring reports and graphs
  • Monitor activity progress and the relevant earned value, as well as the value of work done against the invoices received, determining the monthly accruals (to have accounts in line with works progress).
  • Support the Project during the contract changes/claims process providing the cost impact analysis, and keep updated the cost/revenues forecast relevant to intercompany services.
  • Analyse committed costs and activities to-date, review the estimate to complete, isolating any deviation from baselines or adverse trend and warn the PM on time to take corrective actions in order to prevent overruns.
  • Maintain the risk management process organizing periodic meetings and verifying the risk owners feedback.
  • May lead the assessment of impact(s) of design/construction changes and schedule slippages on the project budget, and develop pricing for variations.
  • Set up baseline budget (resource/revenue/cost) with appropriate WBS (Work Breakdown Structure) interfacing with various disciplines and in coordination with Project Manager and Scheduler.
  • Analyze, evaluate, forecast, and report resource/revenue/cost status against the established baseline.
  • Prepare/update various weekly and monthly resource/revenue/cost tracking reports and submit them in a timely manner.
  • Establish resource/revenue/cost projections for the entire project duration on monthly/yearly intervals in coordination with Project Managers.
  • Monitors and tracks project progress and perform variance analysis for resource/revenue/cost against the approved projections and initiate/recommend corrective actions.
  • Utilizes historical data and trends for use in maintaining a realistic basis for future planning and forecasting.
  • Monitor and track project progress and perform Earned Value Analysis.
  • Customize project control systems.to meet specific project requirements.
  • May interface with clients, attends regular meetings, and provides statistical reports.
  • Prepare Presentations for senior management for Project Reviews.
  • Coordinates with Legal/Finance/Commercial teams as appropriate to fulfill above responsibilities.
  • Completes performance reviews for direct reports and provides personnel development.
  • Performs other responsibilities associated with this position as may be appropriate.
  • Prepare and maintain the Program Master Schedules
  • Lead workshops with client, consultant and contractors as required to develop coordinated schedules and recovery schedules where applicable
  • Take the lead role and support project teams as required in their evaluation of extension of time claims, including concurrent delay, self-delay and make appropriate recommendations
  • Support project teams as required in their evaluation of variation orders, including breakdown (labor, equipment & material)
  • Prepare Program-level cost and resource loaded (labour, plant and material) schedules
  • Evaluate in conjunction with the Logistics Manager, logistics plans submitted by the contractor or prepared by the project teams
  • Provide earned value assessments and dashboard reports as required
  • Resolve Program-level scheduling issues with key stakeholders
  • Actively seek out schedule optimization opportunities together with project teams
  • Lead project teams in their analysis of actual progress in the field to assist with the evaluation of progress planned vs actual, payment certification and claims.

Qualification:

Diploma or Bachelor’s degree in Mechanical Engineering

Desired Professional / Exposure or Experience:

8+ years of related experience and competency in computer software such as MS office, MS outlook, MS project/ Primavera P6 is must required.

Special skills required: Decisions on day to day operational issues in discussion with the Operations Director.

Must be pro-active, adaptable and able to motivate team members

Able to set team priorities and motivate team members to meet critical time deadlines

Able to interface with both clients and other inter-office disciplines at a senior level

    Job Description:

    Responsibilities:

    • Assist the Mechanical Engineer in performing the contractual duties on site.
    • Maintain a detailed diary of the day’s work activities, issues, work approved or rejected, hours of operation, labour and equipment used, etc. and sign at the end of each day.
    • Attend Inspection Requests (IR's) submitted by the contractor and take appropriate action in a timely manner.
    • Monitor quality of works ensuring the same complies with contracts / QCS specifications on a daily basis.
    • Prepare Surveillance Report(s) for deficiencies of work found at site that are believed to have failed or if the contractor is not complying with verbal instructions and subsequently complete a Non-Conformance Report (NCR) if required in view of the development of events.
    • Provide technical input and experiences to resolve any discipline related issues on site that may arise.
    • Oversee and inspect all mechanical work and ensure that installation activities comply with contractual obligations and quality control standards.

    • To conduct site electrical inspections jointly with consultant / project management team as required and as per Inspection Schedule and WIR’s issued by Contractor
    • Review & verify Setting Out / Layout of electrical elements
    • Inspect electrical elements to confirm accuracy with approved Shop Drawings
    • Witness electrical tests and inspections in accordance with Contract Requirements
    • Inspect wiring for all electrical services and Fire Alarm System installations
    • Inspect LV Systems installation, Security Systems Installation, switches, sockets and light fittings installation
    • Check above false ceiling works to allow Ceiling Installations to progress
    • Witness all prescribed tests for testing and commissioning of Electrical Systems
    • Attend electrical snagging and de-snagging inspections and prepare snag lists as applicable.
    • Mark-up electrical construction modifications on the drawings while on-site, assisting in Contractor’s preparation of as-built drawings.
    • Prepare the schedule of incomplete electrical works or defects prior to issuing TOC.
    • Review and ensure all works are caried out as per specifications, drawings and standards
    • Co-ordinate and help carry out various authority inspection like DDA, Nakheel, Trakees & DLD.
    • Performs other responsibilities associated with this position as may be appropriate.
    • Receive material inspection requests (MIR) from contractor, inspect civil materials delivered at site and report on quantity and technical compliance and sign off requests.
    • Prepare/complete the necessary documentation prior to inspection of the works and process accordingly following completion of the inspection.
    • Keep, monitor and follow up as necessary and maintain complete record(s) concerning the execution of the works.
    • Ensures that the project quality control procedures are used for the construction supervision works and monitors it for improvement.

    Report & Records

    • Report comments on WIR’s as applicable.
    • Issue Site Observation Notes and NCRs as applicable.
    • Prepare notes on MEP QA/QC issues if applicable.
    • Coordinate with Electrical Engineer and prepare responses to RFI’s, etc.
    • Check and verify Electrical As-built drawings as applicable.

    Qualifications:

    • Diploma or Degree in Electrical Engineering.
    • Minimum 7 to 8 years of relevant experience in civil inspection of high-rise residential tower projects,
    • Must have minimum 3 years’ experience working on similar projects in Dubai.
    • Nakheel/Trakees experience is an advantage.
    • Good written and oral communication, organizational, and interpersonal skills, as well as a demonstrated ability to interact effectively with project personnel and management.
    • Must be able to read and interpret MEP shop drawings and specifications and be thoroughly familiar with construction related processes related to area of assignment.
    • Professional certifications such as Certified Commissioning Professional (CCP) and Equivalent Certifications are desirable.
